The Humans and Quincy have had a long history of quarrel and distrust, and although they are of the same race, they have not brought the council together as a whole. Because of this, a Human was placed in each Quincy division and a Quincy was placed in each human division. Yes, these 'guardians' still take orders and follow their respective tribe, but they are assigned to the opposing group as a peace treaty, or a contract made by the captain commanders of the Humans and Quincy. These 'guardians' make sure there is no speak of war between the Quincy and Humans, no plans to attack a recently seen Shinigami, Hollow or Arrancar and no talk of breaking the delecate contract the Humans ad Quincy sealed. Moreover, these 'guardians' are symbols of the treaty, and if they do no more than touch their assigned division in a harmful way, it is a sign of war.

The three divisions of each tribe have no specific abilities that differ from each other, it is the weakest that are separated from the strongest. the most powerful Quincy and Humans are assigned to the Shashu and Kyōbōna hito divisions, the less powerful in the Masutābou and Purotekutā divisions and the weakest in the Senshi and Baishun-fu divisions. As there are fewer Humans and Quincy in the council then there are Shinigami in the Soul society, these rankings are necessary to give the council variety.

Quincy:
Quincy are a clan of humans who, over many centuries, became spiritually aware. In doing so they devised their own brand of spiritual powers; they most commonly reshape spiritual particles into various types of bow and arrows, but can also concentrate spiritual energy into the form of swords or explosives. At their height, Quincies use their powers to combat the hollows, protecting the inhabitants of the human world with a success rate greater than that of the Soul Reapers. Unlike the Soul Reapers, who purify the souls of hollows allowing them to rest in peace, Quincy destroy the hollow, soul and all.

Human:

Many humans have become spiritually aware, with the reason being they can see souls and shinigami, or they have developed powers of their own. These humans are usually eager to fight to protect their earth from Hollows, or Shinigami, as some spiritually aware humans see Shinigami as a threat to the planet. Like Quincy, the humans want to destroy Hollows all the way, soul and all. So, as a result, The humans joined up with the Quincy, although it was hard for these humans to trust something that knew so much about how to control rietsu. This created distrust between the Quincy and the humans, resulting in a war unseen by the rest of the world and the ultimate peace treaty that they have held on to until today.
